DOL is to
carefully evaluate the SESA's proposal to reduce the WIN sampling
ratio. This evaluation should consider the relative validity of the
data attained under the ETA current requirement and that proposed
by the SESA's. DOL shall include a report on this evaluation in its
request for revision or extension of this approval. Similarly, ETA
is to evaluate the potential for allowing SESA's to use their own
sampling ratios for the entire validation effort providing that the
ratio chosen can be shown to produce data at approximately the same
kind of reliability to the ETA Handbook ratio.

ETA PROGRAM MANAGEMENT INFORMATION SYSTEMS MUST PROVIDE DATA THAT
