On May 9, 2019, the Federal Communications Commission (FCC or Commission) adopted Structure and Practices of the Video Relay Service Program; Telecommunications Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities, CG Docket Nos. 10-51 and 03-123, Report and Order and Further Notice of Proposed Rulemaking, 34 FCC Rcd 3396 (2019) (2019 VRS Program Management Order). In that Order, the Commission took steps to: (1) enable direct video calling (DVC); and (2) facilitate video relay service (VRS) call validation; and (3) provide for the registration of enterprise and public videophones, while protecting the VRS program against waste, fraud and abuse. On January 30, 2020, the Commission adopted Structure and Practices of the Video Relay Service Program; Telecommunications Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities, CG Docket Nos. 10-51 and 03-123, Report and Order, 35 FCC Rcd 831 (2020) (VRS At-Home Call Handling Order). In that Order, the Commission converted the VRS at-home call handling pilot program into a permanent one. On August 1, 2019, the Commission adopted Implementing Kari’s Law and Section 506 of RAY BAUM’s Act; Inquiry Concerning 911 Access, Routing, and Location in Enterprise Communications Systems; Amending the Definition of Interconnected VoIP Service in Section 9.3 of the Commission’s Rules, PS Docket Nos. 18-261 and 17-239 and GN Docket No. 11-117, Report and Order, 34 FCC Rcd 6607 (2019) (MLTS 911 and Dispatchable Location Order). In that Order, the Commission amended its rules to implement Kari’s Law and Section 506 of RAY BAUM’S Act. Specifically, VRS, Internet Protocol (IP) Relay, and covered IP Captioned Telephone Service (IP CTS) providers must provide automated dispatchable location with each 911 call for fixed services and if technically feasible for non-fixed services. The purpose of this Paperwork Reduction Act (PRA) submission is to: (1) consolidate the information collections contained in (i) OMB Control Number 3060-1089 related to the telephone numbering system and enhanced 911 (E911) requirements for Internet-based TRS (iTRS) providers, (ii) OMB Control Number 3060-1150 for the registration and certification of TRS providers, and (iii) OMB Control Number 3060-1201 relating to various VRS and iTRS program management requirements; (2) to add the collections adopted in the 2019 VRS Program Management Order, the VRS At-Home Call Handling Order, and the MLTS 911 and Dispatchable Location Order; and (3) update the estimates of existing burdens.
