The required collection assists PSAP operators in identifying incoming emergency calls originationg from non-initialized handsets and in prompting them to obtain all the necessary information to locate and assist the caller. Similarly, the public education requirement and the labeling requirement serve to advise consumers of the limitations of a non-initialized handsets.
