This descriptive, formative study will examine how and to what extent communities across the country that were awarded FUP Housing Choice Vouchers in recent funding rounds (FY2018 and FY2019) are using those vouchers to serve youth who are 18 to 24 years of age and who have left foster care, will leave foster care within 90 days, are homeless, or are at risk of becoming homeless at age 16 or older. Data collection procedures include a web-based survey; site visits, including one-on-one interviews and focus groups; and collection of administrative data from the three FUP partners: public housing agencies (PHAs), public child welfare agencies (PCWAs), and local Continuums of Care (CoCs). The survey data collection is a census of all 2018 and 2019 FUP grantees.
