To satisfy any current and past-due support payments by an obligor, state child support enforcement agencies are statutorily required to attach and seize an obligor’s assets that are held in financial institutions. State child support enforcement agencies are required to enter into data matching agreements with financial institutions doing business in their state to locate obligors’ accounts. State child support enforcement agencies use information from the data match to help enforce the support obligation. The Office of Child Support Enforcement (OCSE) operates the multistate financial institution data match program through the OCSE’s Federal Parent Locator Service (FPLS). OCSE operates Federally Assisted State Transmitted (FAST) Levy. FAST Levy is a secure and automated method of collecting and disseminating electronic levy notices between state child support enforcement agencies and financial institutions. FAST Levy helps child support agencies secure financial assets more quickly and efficiently. This request is for a revision to the approved information collection: Multistate Financial Institution Data Match and Federally Assisted State Transmitted Levy (MSFIDM/FAST Levy) (OMB #0970-0196). ACF made minor edits to the MSFIDM and FAST Levy record specifications to clarify language. These changes do not require respondents to reprogram; therefore, there is no impact on the previously approved burden estimate.
