Abstract: Section 1106 of the Moving Ahead for Progress in the 21st Century Act (MAP-21) requires States to develop Risked-Based Asset Management Plans for the National Highway System (NHS) to improve or preserve the condition of the assets and the performance of the NHS (23 U.S.C. 119(e)). MAP-21 also requires that one year after the publication of the final rule, each State DOT submit its processes for the development of its risk-based asset management to the Federal Highway Administration (FHWA) for initial certification and every four years following the year of initial certification (23 U.S.C. 119(e)(6).
