No Material or Non-substantive Change Justification



The Substance Abuse and Mental Health Services Administration (SAMHSA) is requesting a no material or non-substantive change approval from the Office of Management and Budget (OMB) for (OMB No. 0930-0286) Garrett Lee Smith (GLS) Evaluation.


SAMHSA is requesting a non-substantive change to revise questions to align with E.O. 14168 Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government and other administration guidelines.


SAMHSA is requesting the following changes from GLS Evaluation tool attachments B, D, F, G, H and I. These changes will not impact the current burden hours:


  • Remove the response option “Lesbian, gay, bisexual, transgender, and queer or questioning (LGBTQ+) persons” for several questions within the different strategies sections of the ‘Prevention Strategies Inventory’ tool.

  • Remove response option ‘sexual identity’ for the question 5a in behavioral health equity section of ‘Prevention Strategies Inventory’ tool.

  • Replace the question 26, “what is your gender” with “what is your sex” and maintain only the “female” and “male” response options in the ‘Training Skills Assessment- Post Training’ tool.

  • Remove “gender’ and “sexual orientation” options from demographics and replace them with “sex”; and replace “LGBT group” with “peers” in the ‘Training Skills Assessment- Phone Simulation’ tool.

  • Remove an option “You would be interested in joining a group for LGBT youth – but you also have been thinking about the Gay Alliance in town” within the substance use disclosure guidelines in the ‘Training Skills Assessment- Phone Simulation’ tool.

  • Replace “gender” with “sex” and maintain only two response options (female/male); in the ‘Early Identification, Referral, Follow-up, and Treatment Form’ for both Individual and screening tools, and remove follow-up question on “sexual orientation” from the individual tool.

  • Replace the question on “what sex were you assigned at birth?” with “what is your sex?” and maintain only two response options (female/male) in the ‘Youth Outcomes and Resiliency Survey’ tool and remove follow-up questions on “sexual orientation” and “gender identity”, and question in section 5 on “pronouns” and “sexual orientation”.

  • Deleted question from Att I YORS: “I know how to find information that will better help me to better understand sexual and reproductive health” and associated response options.

  • Removed “Behavioral Health Equity” section from Att B: PSI.
