Summary of request: The Substance Abuse and Mental Health Services Administration (SAMHSA) is requesting a no material or non-substantive change approval from the Office of Management and Budget (OMB) for (OMB No. 0930-0399) the Minority AIDS Initiative: Substance Use Disorder Prevention and Treatment Pilot Program (MAI PT Pilot).
Description of changes requested: SAMHSA is requesting the following changes from the MAI PORT, MAI PPR and MAI ORA tools:
Remove sexual orientation measures.
Replace the word “gender” with “sex” and maintain only the “male” and “female” response options.
Replace the word “harm reduction” with “substance use related harm.”
Replace the word “substance misuse” with “substance use.”
Remove references to “disparities impact statement” and “health equity.”
Delete definitions of the terms “gender,” “two-spirit,” “transgender,” “non-binary,” “harm reduction,” “sexual orientation,” and “disparities impact statement.”
Revise text associated with term replacements and deletions to clarify meaning.
Update list of prevention strategies (MAI-PORT, Appendix B).
Delete footnotes associated with removed words/edited language and update the footnote numbers.
Add definition of the term “sex.”
Add definition for “grants management officer (GMO).”
Revise definitions to clarify meaning.
Correct typographical errors.
