No Material or Non-substantive Change Justification
The Substance Abuse and Mental Health Services Administration (SAMHSA) is requesting a no material or non-substantive change approval from the Office of Management and Budget (OMB) for (OMB No. 0930-0357) the Minority AIDS Initiative-Management Reporting Tools (MAI-MRTs).
SAMHSA is requesting a non-substantive change to revise questions to align with E.O. 14168 Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government and to align with current administration guidelines.
SAMHSA is requesting the following changes from the MAI Adult and Youth Questionnaires and the Performance Report in the “Minority AIDS Initiative-Management Reporting Tools (MAI-MRTs).” These changes will not impact the current burden hours:
Replace the word “gender” with “sex.”
Replace the question “what is your gender” with “what is your sex.”
Maintain only the “male” and “female” response options for the question on “sex” and remove all other categories.
Remove the follow-up question on “transgender identity” and “sexual orientation”.
Remove the response option “transgender individual” for the question on “During the past 30 days, have you had unprotected sex with…”
Remove the response option “LGBTQ” for the question on “target population”.
Remove the option “injection drug use” for the question on “Target Risk Factors/Target Protective Factors: (select all that apply).”
Remove the words “cultural” and “cultural and linguistic”.
Replace the words “inequalities” with “differences” and “disparities” with “differentials.”
Replace the word “race” with “race and/or ethnicity.”
Revise response option from 50,000 to 49,999 for question on target geographic area.
Replace “progress report” with “performance report” in quarterly report title.
