Dear Mr. Gardiner,
The Railroad Retirement Board (RRB) requests to make a non-substantive (de minimis) change to
a currently approved collection (3220-0031), Application for Survivor Death Benefits.
We would like to modify Form AA-21, Application for Lump-Sum Death Payment and Annuities
Unpaid at Death, Section 10, and Form G-273A, Instructions at top of Page 1 to remove “ATTN:
Survivor Benefits Division”. To improve efficiency and better allocate resources the workload has
been delegated to another unit.
The RRB is aware that this clearance expires on November 30, 2025, and OMB will be reviewing
the clearance in the next few months; however, we need to make the changes outlined above now
and will submit any subsequent changes to OMB during the normal 3-year renewal process.
In the spirit of transparency, we are documenting this non-substantive via memo into ROCIS to avoid
any confusion when the clearance comes up for renewal. We understand that once OMB approves
this non-substantive request, we can put the forms into production and will include them as current
in the clearance renewal.
