Parental/Legal Guardian Permission for Youth Participation in the
National Longitudinal Survey of Youth 2027 (NLSY27) Research Panel
Key Information About the Survey
• The purpose of this survey is to learn about youths’ experiences as they move from school to
work and into adulthood.
• Your child was randomly selected to participate in the survey.
• We are asking your permission to allow your child to participate in the survey. Their
participation will involve completing a survey now and then follow-up surveys every
1-2 years. Your permission is requested for the current survey only.
• The questions on the surveys cover a variety of topics, including your child’s education,
work experience, income, health, family life, and risky activities—including criminal activity.
• Your child will receive [$50/$75] for completing the first survey. They will also receive 5 hours
of community service to thank them for their valuable contributions.
• If your child completes surveys and activities for the NLSY27 Research Panel in the future,
they will receive money for their time.
• As required by law, the information your child provides will be kept confidential. All survey
data are stored in secure Bureau of Labor Statistics information systems.
• This form explains more about the study to help you decide if you want your child to
participate.

What is the purpose of this form?
We are asking your permission to allow your child to participate in the NLSY27 Research Panel. This
form tells you what information is collected and how the data will be kept safe.

What is the NLSY27 Research Panel?
The NLSY27 Research Panel is a federal survey, authorized under Title 29, Section 2, of the United
States Code. It is conducted by the U.S. Department of Labor, Bureau of Labor Statistics (BLS) and
is being administered by RTI International (RTI). The survey is designed to help improve the NLSY, to
learn how youth aged 11-17 experience work and the labor market throughout their lives.
BLS has been conducting surveys like this for over 50 years. These surveys begin by talking to a group
of youth and their parents (or caregivers) and then continue to do follow-up interviews with the youth
as they get older.
The last time this survey was started was 1997. The teens that started in that survey are now in their
40s. The survey helps many individuals, including researchers and policymakers, understand how the
experiences of youth at home, school, and work impact their life as they age.

How was my child selected to participate?
Your household is one of 13,380 households that were randomly selected to participate, and your child
will represent youth ages 11-17 across the United States. Random selection means that all youth aged
11-17 had a chance of being chosen to participate. Your child’s participation is important and will help
ensure the survey results represent the experiences of all youth in the United States.

Will my child receive anything for participating?
There are no direct benefits of participating in this survey. However, to thank your child for their
participation, they will receive [$50/$75] for completing the first survey and 5 hours of community
service from BLS.

What will happen during the survey?
We will ask your child to complete an interview at your home. The survey will take about 1-1.5 hours.
They will be asked to answer questions either by talking with an interviewer or by entering their
answers into a tablet.
• The survey asks questions about their experiences with school, health, family, and work.
• Some of the questions may be personal or sensitive. For example, youth will be asked
about substance use and experiences with the police and criminal justice system.
• They may skip any question they do not want to answer and may stop the interview at
any time.
We will also collect contact information so that we can contact you and your child in the future
about the survey.

Is this the only time my child will be asked to participate in the survey?
No. The survey will follow the same group of youth and ask them questions throughout their life to
learn how their lives change. After the first interview, we will contact them every 1 to 2 years and ask
them to participate in further surveys for the NLSY27 Research Panel. Each time we have a follow-up
survey, we will ask again for permission.

Does my child have to participate?
No, participation is voluntary. It is your choice whether you allow them to participate. If your child does
not participate, we will not contact you in the future and we will not retain any of your information. If
you approve, we will also ask your child whether they wish to participate. We are only asking for your
permission to have them participate in this current survey. Each time we have a follow-up survey, we
will again ask for permission to participate.

Who will see the information my child provides?
We are required by federal law to keep your child’s answers confidential. Confidential means that
your child’s name will never be connected to the answers they provide in this survey. All data will
be combined with the answers from other youth who participate in the NLSY27 Research Panel.
These combined answers will not include your child’s name, your name, or any information that
could uniquely identify them. In accordance with the Privacy Act, the Confidential Information
Protection and Statistical Efficiency Act (44 U.S.C. 3572), and other applicable federal laws, your
individual responses will never be disclosed in an identifiable form without your consent. There are
two exceptions to our promise of confidentiality: (1) if your child tells the interviewer that they plan to
seriously harm themselves or others, we will share that information with you as their parent (guardian)
and will report that information to BLS NLSY27 staff; and (2) if the interviewer suspects abuse or
neglect of a child or adult, they are required to follow laws for reporting child and adult abuse and will
report that information to the BLS NLSY27 staff.

How will my child’s information be used?
BLS and RTI will use data from this survey to conduct research to improve the NLSY27.

Are there any risks to participating?
There are no physical risks involved in participating in this survey. It is possible that your child could
find some of the interview questions personal, which could make them uncomfortable or upset. If
so, they may choose not to answer any question and may stop participating at any time. There is also
a small risk of someone outside the research team getting access to their information, but we have
strong procedures and legal protections in place to help prevent that from happening.

Audio Recordings Statement
A computer-based quality control (QC) system is used for this study. This system will make audio
recordings of small parts of what your child and I say to each other during the interview. Project staff
at RTI will listen to the recordings to review that I have done my job correctly.
The recordings are stored on the secure NLSY27 system and only members of the project team can
review them. The recordings will be destroyed at the end of the study after all quality control work is
complete.

¿Qué es el Panel Investigación Científica de la NLSY27?

¿Es esta la única vez que se le pedirá a mi hijo(a) que tome parte en la encuesta?
No. Estas encuestas siguen al mismo grupo de personas y les hacen preguntas a lo largo de los años para saber

¿Quién verá la información que proporcione mi hijo(a)?
La ley federal nos exige mantener la confidencialidad de las respuestas de su hijo(a). “Confidencialidad” significa
que el nombre de su hijo(a) nunca se relacionará con las respuestas que proporcione en esta encuesta. Todos
