Part 525 establishes the option for marine terminal operators (MTOs) to publish their rates, charges, and rules (collectively referred to as an MTO Schedule). Part 525 also establishes the requirements for MTOs to file a form FMC-1 with the Commission prior to operation as an MTO, and to keep copies of their schedules for five years. Because the Commission requires the provision of the FMC-1 and the maintenance of records, Part 525 requires an information collection approval.
In March 2022, the Commission issued a final rule updating Part 525. This update was neither substantive nor policy related.
In 2024, the 60-day Federal Register Notice was published on 11/20/2024. No comments were received.
In 2025, the 30-day Federal Register Notice was published on 7/1/2025. A correction was published on 6/30/2025.
The current information collection expiration date is 7/31/2025.
