Transmission Planning and Evaluation
Report).
OMB Control No.: 1902–0171.
Type of Request: Three-year extension
of the FERC–715 information collection
requirements with no changes to the
current reporting requirements.
Acting under section 213 of the
Federal Power Act 1 and 18 CFR
141.300, FERC requires each
transmitting utility that operates
integrated transmission system facilities
rated above 100 kilovolts (kV) to submit
annually:
• Contact information;
• Base case power flow data (if the
respondent does not participate in the
development and use of regional power
flow data);
• Transmission system maps and
diagrams used by the respondent for
transmission planning;
• A detailed description of the
transmission planning reliability criteria
used to evaluate system performance for
time frames and planning horizons used
in regional and corporate planning;
• A detailed description of the
respondent’s transmission planning
assessment practices (including, but not
limited to, how reliability criteria are
applied and the steps taken in
performing transmission planning
studies); and
• A detailed evaluation of the
respondent’s anticipated system
performance as measured against its
stated reliability criteria using its stated
assessment practices.
FERC–715 enables the Commission to
use the information as part of their
regulatory oversight functions which
includes:

• The review of rates and charges;
• The disposition of jurisdictional
facilities;
• The consolidation and mergers;
• The adequacy of supply and;
• Reliability of the nation’s
transmission grid.
FERC–715 also helps the Commission
resolve transmission disputes.
Additionally, the Office of Electric
Reliability (OER) uses the FERC–715
data to help protect and improve the
reliability and security of the nation’s
bulk power system. OER oversees the
development and review of mandatory
reliability and security standards and
ensures compliance with the approved
standards by the users, owners, and
operators of the bulk power system.
OER also monitors and addresses issues
concerning the nation’s bulk power
system including assessments of
resource adequacy and reliability.
Without the FERC–715 data, the
Commission would be unable to
evaluate planned projects or requests
related to transmission.

Assessment for the Proposed Black
Bayou Gas Storage Project
The staff of the Federal Energy
Regulatory Commission (FERC or
Commission) has prepared an

environmental assessment (EA) for the
Black Bayou Gas Storage Project
(Project), proposed by Black Bayou Gas
Storage, LLC (Black Bayou) in the
above-referenced docket.1 Black Bayou
requests authorization to construct and
operate an underground natural gas
storage facility consisting of four
caverns with a working capacity of
about 34.7 billion cubic feet (Bcf) in
Cameron and Calcasieu Parishes,
Louisiana. The Project would provide
up to 1.6 Bcf of peak daily natural gas
injection capability, and up to 2.0 Bcf of
peak daily natural gas deliverability.
Black Bayou’s stated purpose for this
Project is to provide highly flexible
natural gas storage, wheeling and
balancing services, with an ability to
cycle between injection and withdrawal
services on short notice.
The EA assesses the potential
environmental effects of the
construction and operation of the Black
Bayou Gas Storage Project in accordance
with the requirements of the National
Environmental Policy Act (NEPA). The
FERC staff concludes that approval of
the proposed project, would not
constitute a major Federal action
significantly affecting the quality of the
human environment.
The proposed Project includes the
following facilities:
• four new underground salt dome
natural gas storage caverns;
• a Central Operations Site,
consisting of:
Æ a 44,000-horsepower (hp)
compressor station; and
Æ a brine leaching plant;
• nine freshwater wells on nine pads;
• nine saltwater disposal wells on
three pads;
• permanent access roads;
• associated piping and valve
settings;
• additional auxiliary equipment as
required for functionality; and
• an Electrical Area;
• two 27.1-mile-long, 24-inchdiameter, looped bi-directional Header
Pipelines, including;
Æ ten metering and regulation
stations;
Æ a pig launcher and receiver;
Æ mainline valve sites; and
Æ temporary and permanent access
roads.
The Commission mailed a copy of the
Notice of Availability to Federal, State,
and local government representatives
and agencies; elected officials;
environmental and public interest
groups; Native American tribes;
potentially affected landowners and
other interested individuals and groups;
and newspapers and libraries in the
Project area. The EA is only available in
electronic format. It may be viewed and
downloaded from the FERC’s website
(www.ferc.gov), on the natural gas
environmental documents page (https://
www.ferc.gov/industries-data/naturalgas/environment/environmentaldocuments). In addition, the EA may be
accessed by using the eLibrary link on
burden, refer to Title 5 Code of Federal Regulations
1320.3.
