General Comment
TDA is in support of a consolidated tool that streamlines the State Plan and waiver request processes for
FMNP and S/FMNP, especially if it allows for correspondence and follow-up information to be housed
within the tool. TDA recommends USDA to develop a system that can display deadlines upon waiver
submission and provide a status update feature, so state agencies can see their waiver review process in
real time and when to expect a response. TDA also suggests USDA to provide state agencies with a
documented rationale within the tool when a waiver is denied.
To prepare states for the new tool, TDA recommends USDA to follow a similar approach to their past
streamlining and training efforts in the Child Nutrition Programs to ensure that FMNP and S/FMNP tool
is intuitive, helps decrease the burden on state agencies and most importantly, state agencies are provided
with adequate training on the new tool(s).
