CIPSEA. We recognize that the information collected is not typically shared publicly and will consider it as Confidential Business Information (CBI), as
defined in the U.S. Code of Federal Regulations (CFR), 19 CFR 201.6. With your information considered as CBI, we will use exemption 4 for any
Freedom of Information Act (FOIA) (5 U.S.C. 552) requests for your information. Exemption 4 of the FOIA (5 U.S.C. 552 (b) (4) (2012 & Supp,.V 2017)
states that “trade secrets and commercial or financial information from a person is privileged or confidential.” Exemption from FOIA prevents your
information from being released to the press, the public, or other non-Federal government agencies. Exemption 4 of 5 U.S.C. 552 does not exempt CBI

The term “structures” in this questionnaire refers to structures where equines participating in the event are kept for any
length of time during the event.
“Temporary” means that the housing is moveable. If there are temporary, moveable stalls placed into a permanent
pavilion, this should be counted as a temporary structure. If temporary stalls are assembled next to horse trailers to house
equines overnight, these should be counted as temporary structures. If a group of trailers is parked together, this can be
considered a single temporary structure.

Method for Random Selection of 5 structures for which to gather data:
Visit the Random.org website via an internet connection on a browser on a computer or tablet. Once at
the website, generate random numbers by:
i.
Find the random number generator on the webpage – it is a small box with a purple
header that says, “True Random Number Generator.”
ii.
Enter the total number of structures listed in Table 1 into the Max Field.
iii.
Press the Generate button to produce a single random number.
iv.
Record the random number displayed; this will be the first structure sampled.
v.
Repeat these steps until five structures are selected. If the randomly generated number is
the same as a previously generated number, discard that number, and repeat until five
structures are obtained.
