SUBJECT: Non-Substantive Change Request to Teen Pregnancy Prevention (TPP) FY2023 Performance Measures (0937-0213)

­­­­­­­­­­­­­This memo requests approval of non-substantive changes to the approved information collection, Teen Pregnancy Prevention (TPP) FY2023 Performance Measures (OMB #0937-0213).


Overview of Requested Changes

OMB approved the TPP2023 Performance Measures in July 2023. To align with President Trump’s Executive Order 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government, the Office of Population Affairs requests approval to remove questions relating to the sexual orientation and gender identity from the TPP2023 performance measures (OMB Control number 0937-0213). We do not believe this change would alter the approved burden for the collection.


Description of Requested Changes

We propose the removal of the following 2 items from the TPP2023 performance measures Tier 1 and Tier 2 Rigorous Impact Form, reach and demographics section:

Female-to-male (FTM), transgender male, trans male

Male-to-female (MTF), transgender female, trans woman

Identifies as neither exclusively male nor female

We also propose the de minimis change of revising the participant ethnicity items in the Tier 1 and Tier 2 Rigorous Impact form by changing all instances of “Latinx” to “Latino/Latina.”


We do not expect the proposed changes to affect the approved burden.
