SUBJECT: Non-Substantive Changes to OMB Control No. 2900-0571

ISSUE: The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is seeking to make non-substantive changes to three surveys to comply with Executive Order 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government. The following surveys have minimal non-substantive changes to two questions on page 8 of the NCA NOK State Tribal Survey, two questions on page 8 of the NCA NOK National Cemetery Survey, and two questions on page 6 of the NCA NOK Memorial Products Survey. This change request is non-substantive and has no impact on the burden. The number of respondents, currently approved annual burden hours, estimated completion time, and annualized costs to the respondents and Federal government did not change.

The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is proposing changes to VA Survey, NCA NOK State, Tribal or Territorial Veterans Cemeteries Survey.

NCA is making the following non-substantive text edits to the NCA NOK State, Tribal or Territorial Veterans Cemeteries Survey:

• Question 64: change from What is your gender? to What is your sex?

• Question 64: delete Choose not to answer

• Question 65: change from Did your loved one describe themselves as…? to Was your loved one female or male?

• Question 65: delete Unspecified or Another Gender Identity

• Question 65: delete Choose not to answer
