In order to be a Type B-Other, a sample address must meet the minimal
conditions of a Type B but falls outside the designated Type B categories.
The minimal conditions for a Type B are that the sample address DOES NOT
meet the definition of a housing unit but has the POTENTIAL of being
converted or repaired and used as a living quarters in the future.
A vacant home or manufactured/mobile home is NOT a Type B-Other.
A vacancy fails the Type B test because it is habitable even though
