Please be advised that your selection is conditional upon successfully negotiating the budget outlined in your award amount. Some costs may be ineligible and may not be allowed. Costs cannot be incurred until the negotiations are complete.


After negotiations, your grant will be amended (Amendment 1) with the negotiated terms and conditions, if applicable, and you can request payment under the terms of the grant.


You will be contacted to set up a date and time for negotiations. In preparation for the negotiations, I encourage you to review your proposed budget and work plan for this project. If your proposal has changed since the original submission, you should discuss these changes during the negotiations. Please be advised that negotiations must be completed within a reasonable allotted timeframe, otherwise, HUD may not make the award.

The linked forms can be returned later, generally within five business days of receipt of this letter and before negotiations. Below are the documents to be completed and returned to me via email:

  1. SF-1199A - Direct Deposit Sign-Up Form - https://eforms.state.gov/Forms/sf1199_a.PDF. To avoid delays in setting up your account and receiving payments, attach a blank check marked “cancelled” or “void” to the Government Agency copy (the first page) before emailing it to HUD. If you have already signed up for direct deposit on a previous grant, provide a current copy of the SF-1199A, along with a check as described above. Please provide all information to Trevon Bates at trevon.m.bates@hud.gov.

  2. HUD 27054e - eLOCCS - Line of Credit Control System –This is the Voice Response System (VRS) Access Authorization Form: https://www.hud.gov/sites/dfiles/OCHCO/documents/27054E.pdf. If you have any questions/concerns, please contact [Budget Officer/Analyst Name] at [Budget Officer/Analyst email address].


In addition, provide the following documents:

  1. Code of Conduct for your Institution

  2. Your latest Audit Report (if applicable)

  3. Revised Budget (HUD CBW 424) and narrative (if applicable).


Your Government Technical Representative (GTR) will contact you to provide technical assistance and review any special conditions of this award, if any.
