As part of the benefits authorization process, § 21.4201 places restrictions on enrollment based on the percentage of students receiving financial support in any approved program. VA requires approved schools with beneficiaries receiving VA Education benefits to report the ratio of these students by enrolled program relative to the total student population enrolled in each of those programs. These reports (VA Forms 22-10215 and 10215a) are required quarterly or within 30 days of each standard term, semester or quarter.

The burden has significantly decreased since the inception and initial approval of this relatively new collection of information that began in 2021. In 2021, the Program Office estimated there would be 10,000 instruments received quarterly resulting in a total of 40,000 burden hours. This result appears to be a significant overestimation. Based on the data collections received for fiscal years, 2022, 2023, and through August 2024, however, there has been a significant decrease in the number of actual instruments received resulting in the significant decrease in burden.
