The Department of Labor Employment and Training Administration (DOL ETA) are working to
convene a robust Infrastructure Learning Community (ILC) in partnership with our technical
assistance contractor, Jobs for the Future.
The goal of the ILC is to foster a collaborative environment for grantees from across the
federal government that are leading, supporting, scaling, or developing initiatives funded
by the Bipartisan Infrastructure Law, CHIPS and Science Act, and the Inflation Reduction
Act, supporting Investing in America (IIA), as well as the wider field of IIA stakeholders.
THE ILC WILL:
•

Establish an online, centralized hub accessible to the greater field, including the
broader workforce system and its stakeholders; recipients of other federal grants; local
and state governments; and others leading, supporting, scaling, or developing
infrastructure projects.

•

Align and leverage the ILC through the co-creation and implementation of a shared
communications strategy designed to deepen the impact of federal investments
across DOL, DOC, DOT, DOE, and other agencies by enabling infrastructure
stakeholders to benefit from a strong network, subject matter experts, and the latest
real-time findings and resources from the Building Pathways to Infrastructure Jobs (BP)
grant program.

•

Facilitate engagement and collaboration across infrastructure stakeholders, including
funders, partners, grantees, policymakers, employers and industry, and subject matter
experts that are focused on partnerships, sustainability, and increasing collective
impact aligned with BP programmatic goals.

This DAO establishes a Department of Commerce workforce policy agenda focused on
preparing workers with the education and skills necessary to accelerate the development and
deployment of critical and emerging technologies, which are essential to U.S. economic
competitiveness and national security. The DAO frames a Commerce approach to workforce
investments that is employer-led, worker-centric, and focused on equity.

Good Jobs, Great Cities (GJGC) Blog Spotlights
A partnership between DOL and the National League of Cities, the GJGC Academy includes 16
cities working throughout 2023 and 2024 to develop innovative and scalable city-supported
solutions that upskill and reskill workers into quality, high-demand jobs in infrastructure, clean
energy, and advanced manufacturing jobs made possible by new federal investments, with a
focus on supporting residents from historically underserved and underrepresented
communities in order to address key shortcomings in their education and workforce
ecosystem.

Investing in America: Best Practices to Expand Access to Jobs and Economic Opportunity

Equitable Solar Communities of Practice
In November 2023, the Department of Energy (DOE) Solar Energy Technology Office (SETO)
launched the Equitable Solar Communities of Practice program to support the expansion of
equitable benefits in solar adoption. Five communities of practice will work to identify resource
gaps, support the development and dissemination of best practices and resources, and identify
and propose new resources, tools, technical assistance offerings needed to scale equitable
solar.

Meeting the moment of the Investing in America (IIA) investments will require collaboration and
innovation across silos in the public and private sector. The Department of Labor encourages
the public workforce system to engage in workforce development planning and training
activities to attract, retain, and empower a diverse qualified infrastructure workforce. DOL’s
framework reflects three primary activities: partnership development, planning, and designing
