§ 1.5000(a)(2). Petitioner requests approval of foreign ownership in the common carrier licensee, spectrum lessee, or Applicant itself, and/or in an intervening U.S.-organized entity that does not control the licensee, spectrum lessee or Applicant, pursuant to section 310(b)(3)
of the Communications Act, 47 U.S.C. § 310(b)(3), and section 1.5000(a)(2) of the Commission's rules.
