SUPPLEMENTARY INFORMATION: Under the
PRA of 1995, Federal agencies must
obtain approval from the Office of
Management and Budget (OMB) for each
collection of information they conduct
or sponsor. This request for comment is
being made pursuant to section
3506(c)(2)(A) of the PRA.
With respect to the following
collection of information, VHA invites
comments on: (1) whether the proposed
collection of information is necessary
for the proper performance of VHA’s
functions, including whether the
information will have practical utility;
(2) the accuracy of VHA’s estimate of
the burden of the proposed collection of
information; (3) ways to enhance the
quality, utility, and clarity of the
information to be collected; and (4)
ways to minimize the burden of the
collection of information on
respondents, including through the use
of automated collection techniques or
the use of other forms of information
technology.

Abstract: Federal law at 38 U.S.C.
7366, Accountability and Oversight,
states ‘‘(b) each such corporation (NPC)
shall submit to the Secretary
(Department of Veterans Affairs (DVA))
an annual report providing a detailed
statement of its operations, activities,
and accomplishments during that year.’’
The individual NPC annual reports are
combined into one NPC Annual Report
to Congress. VA oversight of NPCs
includes reviews, audits, selfassessments, and remediation plans.
This information collection is used for
oversight of NPCs and includes the
following:

Since 1988, when the enabling
legislation for the NPCs was passed,
annual reports have been obtained from
each NPC and combined into an NPC
Annual Report to Congress. Congress
uses the combined NPC Annual Report
to Congress to monitor the progress of
the overall NPC program it created. The
NPC Annual Report to Congress is also
used by top-level VA executives to
evaluate the program and to recommend
changes where needed. VHA’s
Nonprofit Oversight Board and the
Nonprofit Program Office (NPPO) use
both the combined NPC Annual Report
to Congress and the individual NPC
Annual Report Templates to monitor
and oversee the NPCs. Trend analyses
and other financial information are
analyzed for each NPC and judgments
made about each NPC’s progress,
financial viability, stewardship of
assets, and accomplishments.

The NPC Audit Action Items
Remediation Plans information
collection is used to review the NPCs’
remedies for audit deficiencies and
recommendations. The major objective
of the information collection is to help
ensure proper corrective action. If any of
the remediation plans submitted are
inadequate, then the NPPO will make
recommendations for sound, workable
remedies.

Abstract: The contracting officer shall
insert the clause at 852.211–70,
Equipment Operation and Maintenance
Manuals, in solicitations and contracts
for technical medical equipment, and
other technical and mechanical
equipment and devices where the
requiring activity determines manuals
are a necessary requirement for
operation and maintenance of the
equipment. Contractors are required to
furnish both operation manuals and
maintenance/repair manuals with the
equipment provided to the Government.
This clause sets forth those
requirements and the minimum
standards those manuals must meet to
be acceptable. Generally, this is the
same operation manual furnished with
each piece of equipment sold to the
general public and the same repair
manual used by company technicians in
repairing the company’s equipment. The
cost of the manuals is included in the
contract price or listed as separately
priced line items on the purchase order.
The operation manual will be used by

the individual actually operating the
equipment to ensure proper operation
and cleaning. The repair manual will be
used by VA equipment repair staff to
repair the equipment.
An agency may not conduct or
sponsor, and a person is not required to

unless it displays a currently valid OMB

soliciting comments on this collection

The Department of Veterans
Affairs (VA) announces that it plans to
conduct an assessment of scientific
literature and historical claims data to
determine whether there is an
association between military
environmental exposure to toxic
substances related to military service at
Camp Stronghold Freedom in KarshiKhanabad (K2) in Uzbekistan from 2001
to 2005 and medical conditions. VA
entered into an agreement with the
Center for Disease Control and
Prevention’s Agency for Toxic
Substances and Disease Registry and
published a Report to Congress in 2022
that identified the known health
consequences associated with the
identified toxic substances, chemicals,
and airborne hazards at K2. As part of
a continuing effort to assess the health
risks that may be associated with
military service at K2, VA is soliciting
public comment on environmental
exposures at K2 and medical conditions
developed by Veterans who served

there. This notice provides an
opportunity for Veterans, caregivers,
survivors, and the public to share
relevant information with VA to inform
decisions regarding presumptive
benefits that could impact the roughly
16,000 Veterans who served at K2.

SUPPLEMENTARY INFORMATION: Camp
Stronghold Freedom was established at
a former Soviet Air Base in K2 located
in Southwest Uzbekistan in October
2001 and occupied by U.S. forces
through the middle of 2005. During this
period, several environmental site
surveys were conducted by the
Department of Defense (DOD) to assess
contaminants that could impact the
operational readiness of U.S. military
operations and the safety of U.S. forces
that deployed to K2. These surveys
identified several contaminants, such as
dust and particulate matter,
underground jet fuel plumes, surface
dirt with traces of asbestos, depleted
uranium, benzene, chromium, and
others. The Public Health website of the
Defense Health Agency of the DOD lists
contaminants of concern it identified at
K2 [1].
Since 2021, VA has been assessing the
potential health effects, including
respiratory conditions and cancers,
among K2 Veterans. Section 2010 of the
