The information collection request for the Reduction of Truck Emissions at Port Facilities (RTEPF) Grant Program is necessary for DOT to receive applications for grant funds, monitor project financial conditions and project progress, evaluate the effectiveness of grant-funded projects, and share best practices, pursuant to the Department’s RTEPF Grant Program. Applications are submitted on an annual basis. Applicants include port authorities, port terminal operators, truck carriers, State Departments of Transportation (DOT) or group of State DOTs, metropolitan planning organizations, municipal governments or groups of municipal governments, Federal land management agencies that apply jointly with a State or group of States, and Federally recognized tribal governments or a consortium of tribal governments. The purpose of this program is to provide competitive grants to test, evaluate, and deploy projects that reduce port-related emissions from idling trucks, including through the advancement of port electrification and improvements in efficiency, focusing on port operations, including heavy-duty commercial vehicles, and other related projects, and provide financial assistance that leverages non-Federal contributions. If their projects are selected to receive funding, grantees will provide progress reports to DOT discussing the projects’ overall status, activities, and schedules on a quarterly or annual basis, depending on the type of report.
