This survey is intended to measure progress towards meeting a goal of collaborating across Interior and with others to optimize
operations through leveraging partnerships, joint educational efforts, and shared funding to advance invasive species management.
The aspect of this goal we are interested in assessing is "leveraging partnerships."
The information collected will be used to develop a benchmark understanding of partner satisfaction with their partnership
(collaboration) with DOI bureaus and offices in implementing invasive species management activities carried out under numerous
statutes. Collected data will be used to inform and improve DOI's future engagement with partners to advance invasive species
initiatives of mutual interest. This includes gaining a better understanding of:
• Service needs of partners,
• Strengths and weaknesses of services,
• Ideas or suggestions from our partners for improvement of services,
• Barriers to achieving partner service standards,
• Baselines to measure change in improving service delivery over time, and
• Improving public trust in government.
In the context of this survey, partner means groups or individuals, Tribes, and government agencies (federal (non-DOI) and
non-federal entities) who are engaged in helping DOI accomplish its mission, or with whom DOI has a joint responsibility/mission, with
respect to invasive species management.

In the context of this survey, customers are partners, which means groups or individuals, Tribes, and government agencies (federal
(non-DOI) and non-federal entities) who are engaged in helping DOI accomplish its mission, or with whom DOI has a joint
responsibility/mission, with respect to invasive species management.
More specifically, partners may include federal or non-federal and governmental or non-governmental entities (e.g., State, Tribal,
Insular, or local governments; academic institutions; non-governmental organizations; industry groups; community groups)
collaborating with one more DOI bureaus and offices on invasive species management activities. Activities include those such as
prevention, early detection and rapid response, control or eradication, education and outreach, research and monitoring, or other
activity to stop the introduction, establishment, spread, and harm caused by invasive species. The focus of these activities may be on
or off DOI-managed lands and waters, and may be implemented at multiple scales (international to local).
Invasive species is federally defined as non-native organisms whose introduction causes or is likely to cause economic or
environmental harm, or harm to human, animal, or plant health.

11. Survey Development (Who assisted in survey content development statistics? Was the survey pretested? How did you
integrate improvements? Which of the six topic areas did you address?)
To develop the survey design, the Office of Policy Analysis's Senior Advisor for Invasive Species coordinated with invasive species
program leads from multiple bureaus and offices through the Department's Invasive Species Task Force and consulted with
colleagues from the Office of Planning and Performance Management and within the Office of Policy Analysis.
Questions were informed by reviewing other customer satisfaction surveys and also tailoring it to the types of work flows and services
typical of invasive species management (e.g., collaboration at multiple scales, employing a variety of coordinating mechanisms,and
across activities). Questions were developed based on the Likert scale for formulating non-bias survey questions.
The survey was reviewed and tested by representatives from the DOI Invasive Species Task Force and Office of Planning and
Performance Management. The survey was also reviewed within the Office of Policy Analysis. Modifications were made for clarity,
order of questions, incorporation of the duration of the review period (within the last five years), incorporation of a question on the role
of the respondent, and copyedits.
The questions gather information on the following areas: 1) Delivery and quality of information and services, 2) Management
Practices, 5) Interactions with DOI personnel, and 6) General demographics.

12A. Respondent Universe
The respondent universe is defined as any partner engaged in helping DOI accomplish its mission, or with whom DOI has a joint
responsibility/mission, with respect to invasive species management. Because DOI collaborates with a multitude of partners, a subset
of partners will be surveyed yet is anticipated to represent the broader respondent universe. The subset will generally focus on those
partners where some kind of agreement is in place (e.g., memorandum of understanding, cooperative agreement, interagency
agreement, grant); however, bureau and offices collaborating with partners without formal agreements may also be included.
12B. Sampling Plan/Procedure
The information collection will use an estimated sample size of 100. Each bureau and office involved in invasive species activities that
partner with other entities will be asked to provide 10-20 partners (names, organization, and emails) to whom the survey will be
emailed. Some bureaus may have more, some fewer.
Bureaus and offices will be asked to ensure partner representation across categories of potential respondents, including geographies,
scale of partnership (international to local, as appropriate), mechanisms of collaboration (e.g., memorandum of understanding,
cooperative or interagency agreements, grants), and entities represented (e.g., governmental, non-governmental), and within the last
five years. Because bureaus may partner with the same entity, the list will be crosschecked for duplication prior to distribution.
12C. Instrument Administration
The information collection instrument will rely on email. The first contact will include an email from the DOI Senior Advisor for Invasive
Species explaining the survey, its importance, the deadline, and a link to the survey. The link will send respondents to a web-based
Microsoft Form to submit responses.
If the partner collaborates with more than one bureau, when they submit the survey, a message will appear requesting that if they
work with another bureau or office to consider completing another survey. This is because partner experiences may vary among
bureaus or office. Responses by bureau or office would help to pinpoint where strengths are or improvements are needed. NOTE:
This is why in question 13b1 and 13b2 there is a variation between # of unique respondents (100) and # of respondents (130). It
accounts for respondents completing the survey for multiple bureaus and offices.
The second contact will be an email reminding them to complete the survey by the deadline in the first contact. It will be provided 7
days following the first contact. Due to the anonymity of respondents, the email will be sent to all potential respondents.
The third contact will be a final reminder to complete the survey by the deadline identified in the first contact. It will be provided the
day before the deadline to respond. Due to the anonymity of respondents, the email will be sent to all potential respondents.

12D. Expected Response Rate and Confidence Levels
The response rate is expected to be 60-70% based on the existing cadence of partner engagement and communication. Partners
receiving the survey should have substantive working relationships with bureaus and offices, which may make partners more inclined
to respond.
12E. Strategies for dealing with potential non-response bias
The primary method that will be used to address potential non-response bias is by sending multiple reminders to encourage
participation and yield as much of a response as possible.
In addition, results will be evaluated based on characteristics of the sample (bureaus and offices, geographies, scale of partnership
(international to local, as appropriate), mechanisms of collaboration (e.g., memorandum of understanding, cooperative or interagency
agreements, grants), and entities represented (e.g., governmental, non-governmental)). If results do not appear to reflect the nature of
the full respondent universe, the interpretation of results will be modified accordingly.
12F. Description of any pre-testing and peer review of the methods and/or instrument (recommended)
The survey was reviewed and internally tested by representatives from the DOI Invasive Species Task Force and Office of Planning
and Performance Management. We also consulted within the Office of Policy Analysis (within which this survey originated).
Modifications were made for clarity, order of questions, incorporation of the duration of the review period (within the last five years),
incorporation of a question on the role of the respondent, and copy edits.
No additional pre-testing was conducted.

bureau and office partners' perceive, and are satisfied with, DOI's collaboration in meeting
expectations of the partnership. The analysis of feedback will be shared with bureaus and offices,
specifically through the DOI Invasive Species Task Force, and used in reporting of accomplishments
for Fiscal Year 2025, to inform individual bureau and office partnership engagement strategies, and
to inform future DOI invasive species management planning efforts.
16. Justification, Purpose, and Use
16A. Survey Justification and Purpose
The purpose of the survey is to measure the extent to which partners of DOI bureaus and offices are satisfied with bureau and
office engagement with them in meeting the goals of that partnership, with respect to invasive species management activities.
The justification is that invasive species management activities often require interjurisdictional approaches and involvement
across sectors. Collaboration and partnerships are fundamental to success. This survey will be the first assessment of this
kind to measure satisfaction with DOI bureau and office partnerships in invasive species management.
The information will be used to develop a benchmark understanding of that satisfaction. Data will be used to improve the
service, products, and activities of bureaus and offices, and to identify suggestions for improving bureau and office ability to
fulfill their mission through collaboration with partners into the future, with respect to invasive species management activities.
Specifically, a summary of the analysis will be used in the reporting of accomplishments for Fiscal Year 2025, to inform
individual bureau and office partnership engagement strategies, and to inform future DOI invasive species management
planning efforts.

16B. Survey Goals
The survey goals are to measure the extent to which partners of DOI bureaus and offices are
satisfied with bureau and office engagement with them in meeting the goals of that partnership, with
respect to invasive species management activities; and to analyze and apply information collected to
improve DOI's partnership engagement where needed.
16C. Utility to Managers
The utility to managers will be direct feedback to them on their partner engagement and specific
suggestions on what to continue (based on input on what is going well) and areas for improvement
(based on input on what could be improved).
16D. How will the results of the survey be analyzed and used?
Information collected will be aggregated and organized for cross-tabulation by bureau, by question,
and by write in feedback. Results will be used for producing a baseline understanding of how the

Results will be cross tabulated and analyzed by bureau, scale of partnership, type of agreement,
overall satisfaction, effectiveness of specific engagement, role of respondent, and write in feedback.
Lower than anticipated response rates will not be explicitly addressed. However, a lower than
expected response rate will be documented for Leadership, as an informal indicator of the strength
(or lack of strength) of existing relationships.

assuming a GS-7 step 5 is processing the submissions. This custom form is a tool meant to accept submissions in a standard format
rather than through the freeform submissions that would otherwise come in by personal email. The existence of this form actually
saves the government money by standardizing submissions and decreasing the workload of processing each one.”

Information Collection Clearance Officer).

Other supporting materials, such as:
• Cover letters to accompany mail-back questionnaires,
• Introductory scripts for initial contact of respondents,
• Necessary Paperwork Reduction Act and Estimated Burden compliance language, and/or
• Follow-up letters/reminders sent to respondents.
20. Checklist for Submitting a Request to Use DOI Programmatic Clearance for Customer Satisfaction Surveys
All questions in the survey instrument are within the scope of one of the DOI Programmatic Clearance for Customer
Satisfaction Surveys topic areas.
A qualified statistician has reviewed and approved your request (see question 21A).
Your Bureau/Office Information Collection Clearance Officer receives your package for review/approval at least 75 days
prior to the first day the PI wishes to administer the survey to the public.
21. Required Certifications for Submission Under OMB Control Number 1040-0001
Certification is required to submit a collection of information for approval under the DOI Programmatic Clearance for Customer
Satisfaction Surveys. If the collection does not satisfy the requirements of the Programmatic Clearance, you should follow the
regular PRA clearance procedures described in 5 CFR 1320.
