Aluminum Import License Application
The attached form is the same form included under the automated, on‐line application system. It should
only be utilized if the Aluminum Import Licensing System is inoperable or user computer systems are
nonfunctional, AND a shipment is due for importation at that time.
Below are the field descriptions and requirements for the form. Upon completion, please e‐mail a scanned copy
to Aluminum.license@trade.gov Subject: Aluminum License Application. For questions, please send an email
to Aluminum.license@trade.gov.
Shipper and Shipment Information

Harmonized Tariff Schedule (HTS) number which most closely describes the
product to be imported. This should match the HTS used on the CF-7501.

The country where the largest volume of primary aluminum used in the
manufacture of the product was smelted applies to the country where the largest
volume of new aluminum metal is produced from alumina (or aluminum oxide)
by the electrolytic Hall–Héroult process. Filers may state “not applicable” for this
field if the product contains only secondary aluminum and no primary aluminum.
Secondary aluminum is defined as aluminum metal that is produced from
recycled aluminum scrap through a re-melting process. For license applications
up to [365 DAYS FROM DATE OF PUBLICATION IN THE FEDERAL
REGISTER], filers may state “unknown” for this field. Effective [366 DAYS
FROM DATE OF PUBLICATION IN THE FEDERAL REGISTER], filers may not
state “unknown” for this field.
