IMLS Generic Clearance to Conduct Pre-Testing of Surveys (3137-0125)

IMLS is requesting approval for no material/non-substantive changes in the IMLS Generic Clearance to Conduct Pre-Testing of Surveys to increase the overall number of respondents and the associated burden estimate. The current OMB approval expiration date is 04/30/2024.

Request Abstract:

In this clearance submission (3137-0125) and justification, IMLS is requesting approval of non-substantive changes to a previously approved generic clearance to conduct pre-testing of surveys. The changes consist of:

• Increasing the total number of respondents from 650 to 9,650 (an incremental change of 9,000) to allow for additional pre-testing in connection with the IMLS National Museum Survey, the Public Libraries Survey, a likely Academic Libraries Survey, and for a survey of IMLS peer reviewers

• Increasing the time per response from 1 hour as estimated for the original 650 responses to 2 hours for the additional 9,000

• Increasing the total burden hours from 650 to 18,650.

• Increasing the cost per hour from $29.10 to $30.07 for the additional 9,000 responses, reflecting the increase in mean salaries for museum and library professionals.

Burden Estimate:

The total burden hours will increase from 650 to 18,650, reflecting an increase of one hour in time per response. The cost estimate will increase from $18,915.00 to $560,175.00, reflecting an increase in cost per hour from $29.10 (for the approved clearance) to $30.07 (requested increase) for the additional 9,000 responses.
