Request; Alaska Prohibited Species
Donation Program
The Department of Commerce will
submit the following information
collection request to the Office of
Management and Budget (OMB) for
review and clearance in accordance
with the Paperwork Reduction Act of
1995, on or after the date of publication
of this notice. We invite the general
public and other Federal agencies to
comment on proposed, and continuing
information collections, which helps us
assess the impact of our information
collection requirements and minimize
the public’s reporting burden. Public
comments were previously requested
via the Federal Register on December 4,
2023, during a 60-day comment period.
This notice allows for an additional 30
days for public comments.

Application to be a NMFS Authorized
Distributor: 50 hours.
Total Annual Burden Hours: 17
hours.
Needs and Uses: The Prohibited
Species Donation (PSD) Program for
salmon and halibut has effectively
reduced regulatory discard of salmon
and halibut by allowing fish that would
otherwise be discarded to be donated to
needy individuals through tax-exempt
organizations. Vessels and processing
plants participating in the PSD Program
voluntarily retain and process salmon
and halibut bycatch. An authorized, tax
exempt distributor, chosen by the
National Marine Fisheries Service
(NMFS), is responsible for monitoring
retention and processing of fish donated
by vessels and processors. The
authorized distributor also coordinates
processing, storage, transportation, and
distribution of salmon and halibut. The
PSD Program requires an information
collection so that NMFS can monitor the
authorized distributors’ ability to
effectively supervise program
participants and ensure that donated
fish are properly processed, stored, and
distributed.
Affected Public: Not-for-profit
institutions.
Frequency: Every three years.
Respondent’s Obligation: Required to
obtain or retain benefits.
Legal Authority: Magnuson-Stevens
Fishery Conservation and Management
Act.

The Gulf of Mexico Fishery
Management Council will hold a two
day in-person meeting of its Shrimp
Advisory Panel (AP).
DATES: The meeting will convene
Tuesday, March 19, 2024, from 8:30
a.m. to 5 p.m. and Wednesday, March
20, 2024, from 8:30 a.m. to 3 p.m., EDT.

Work. The AP will review and discuss
Council Actions in Response to Motions

Status of Secure Digital (SD) Card
Returns. The AP will receive an update
on Wind Energy Areas in the Gulf of
Mexico and hold a discussion on the
Wind Energy Meeting in California.
