A Message from the Director, U.S. Census Bureau:
We request your participation with the Survey of Residential Building or Zoning Permit Systems. The
U.S. Census Bureau uses the information from this survey to update our list of jurisdictions that issue
building or zoning permits. From these jurisdictions, we obtain statistics on the number and valuation of
residential housing units authorized by building or zoning permits.
This survey produces estimates of construction of new housing units, the largest component of the
construction industry. We also use your data to produce population estimates at the local government
level. The population estimates are used by government agencies to allocate funding and other
resources to your local area and for various planning purposes. Data users rely on your detailed
geographic data to monitor growth and develop production and marketing strategies. Therefore, your
cooperation in this survey is especially important.
Please complete all sections applicable to the jurisdiction shown in the "FOR" line of the address section
of the enclosed Form C‐411, "Survey of Residential Building or Zoning Permit Systems". Return the
completed form in the enclosed envelope. You may also submit your survey by fax (1‐877‐273‐9501)
within 30 days of the postmark stamped on the front of the envelope.
Information about the authority, confidentiality, and burden of this data collection can be found on the
back of this letter.

Title 13, United States Code, Sections 131 and 182, authorizes the Census Bureau to conduct this
collection and request your voluntary assistance. These data are subject to provisions of Title 13, United
States Code, Section 9(b), which exempts data that are customarily provided in public records from rules
of confidentiality.

We estimate the Survey of Residential Building or Zoning Permit Systems will take an average of 15
