A Message from the Director, U.S. Census Bureau:
We request your parcipaon with the Survey of Construction. The informaon requested is
detail level data on construction progress and characteristics of new residential housing. One or
more of your new residenal construcon projects has been selected to parcipate in our
survey. A Census Bureau field representave will be contacng or vising you soon to explain
more about the survey and collect the information.
The Survey of Construcon produces a variety of stascs on new residenal construcon and
is partially funded by the Department of Housing and Urban Development (HUD). The survey
produces key estimates, such as starts and completions of new single- and mulfamily units
and sales of new single-family houses. Government and private enes use these stascs to
monitor and evaluate the large and dynamic housing construcon industry and to make vital
economic decisions.
YOUR RESPONSE WILL BE KEPT STRICTLY CONFIDENTIAL. Information about the authority,
confidentiality, and burden of this data collection can be found on the back of this letter.

Authority and Confidenality
Title 13, United States Code (U.S.C.), Sections 131, 182, and 8(b), and Title 12 U.S.C., Secons
1701z-1 and 1701z-2g authorizes the Census Bureau to conduct this collection and to request
your voluntary assistance. The Census Bureau is required by Section 9 of Title 13 to keep your
information confidential and use your responses only to produce statistics. The Census Bureau
is not permitted to publicly release your responses in a way that could identify your business,
organization, or institution. Per the Federal Cybersecurity Enhancement Act of 2015, your data
are protected from cybersecurity risks through screening of the systems that transmit your
data.
Burden Esmate Statement
We estimate that it will take from 3 to 7 minutes to complete an interview for each building,
with 5 minutes being the average time. Email comments regarding this burden esmate or any
other aspect of this collection of this information, including suggesons for reducing this
