11 Describe the purpose of the system.

The Sealant Efficiency Assessment for Locals and States (SEALS)
is being designed as a cost calculator that will assist states and
communities in evaluating the effectiveness and efficiency of
their schools' dental sealant programs. The system enables oral
health program managers to rank school events by need and
costs in order to allocate their resources more efficiently, as
well as to measure the cost and impact of their sealant
program and events.

SEALS automates the capture, storage and analysis of data
collected on the oral health status of participating children

In an effort to improve the oral health of the nation, and to
provide the simple measures that have been proven to be
effective in preventing oral diseases and reducing dental care
costs, there is a business need for a system to measure the
resource costs and impact of the school dental sealant
programs in CDC-funded states. SEALS enables oral health
program managers to justify their programs; documenting that
sealant programs are a good use of state resources helps
programs to get additional support that allows them to serve
more children. Similarly, SEALS enables these managers to
increase efficiency, as they can use SEALS data to rank school
events by need and costs and thereby allocate their resources
more efficiently. States can compare local sealant programs on
costs, output, and efficiency. The software can also help them
formulate goals, and assess less efficient programs.
SEALS automates a currently manual process to collect oral
health data within schools by using data collection forms to
gather and analyze data on the oral health status of
participating children, such as:
1-The types and numbers of services delivered at school
events.
2-The costs and logistics of events, e.g., personnel, equipment,
materials, and travel.
It also generates reports, presenting summary and
performance measures for an individual school sealant
program, for all school sealant programs within a state, and for
school sealant programs across all participating states as a
whole.
