FEMA
proposes to make flood hazard
determinations for each community
listed below, in accordance with section
110 of the Flood Disaster Protection Act
of 1973, 42 U.S.C. 4104, and 44 CFR
67.4(a).
These proposed flood hazard
determinations, together with the
floodplain management criteria required
by 44 CFR 60.3, are the minimum that
are required. They should not be
construed to mean that the community
must change any existing ordinances
that are more stringent in their
floodplain management requirements.
The community may at any time enact

stricter requirements of its own or
pursuant to policies established by other
Federal, State, or regional entities.
These flood hazard determinations are
used to meet the floodplain
management requirements of the NFIP.
The communities affected by the
flood hazard determinations are
provided in the tables below. Any
request for reconsideration of the
revised flood hazard information shown
on the Preliminary FIRM and FIS report
that satisfies the data requirements
outlined in 44 CFR 67.6(b) is considered
an appeal. Comments unrelated to the
flood hazard determinations also will be
considered before the FIRM and FIS
report become effective.
Use of a Scientific Resolution Panel
(SRP) is available to communities in
support of the appeal resolution
process. SRPs are independent panels of
experts in hydrology, hydraulics, and
other pertinent sciences established to
review conflicting scientific and
technical data and provide
recommendations for resolution. Use of
the SRP only may be exercised after
FEMA and local communities have been
engaged in a collaborative consultation
process for at least 60 days without a
mutually acceptable resolution of an

appeal. Additional information

affected are listed in the tables below.
The Preliminary FIRM, and where
applicable, FIS report for each
community are available for inspection

listed in the tables. For communities
with multiple ongoing Preliminary
studies, the studies can be identified by
the unique project number and
Preliminary FIRM date listed in the
tables. Additionally, the current
effective FIRM and FIS report for each
community are accessible online
through the FEMA Map Service Center
at https://msc.fema.gov for comparison.

In accordance with the
Paperwork Reduction Act (PRA) of 1995
the Department of Homeland Security
(DHS), U.S. Immigration and Customs
Enforcement (ICE) will submit the
following Information Collection
Request (ICR) to the Office of

Respond to Sexual Abuse and Assault in
Confinement Facilities.

abstract: Primary: Individual or
Households. DHS sets standards for the
prevention, detection, and response to
sexual abuse in its confinement
facilities. For DHS facilities and as
incorporated in DHS contracts, these
standards require covered facilities to
retain and report to the agency certain
specified information relating to sexual
abuse prevention planning, responsive
planning, education and training, and
investigations, as well as to collect,
retain, and report to the agency certain
specified information relating to
allegations of sexual abuse within the
covered facility.
(4) An estimate of the total number of
respondents: 1,376,754.
(5) An estimate of the total public
burden (in hours) associated with the
collection: 117,267 annual burden
hours.

The Department of Labor’s
(DOL) Employment and Training
Administration (ETA) is soliciting
comments concerning a proposed
extension for the authority to conduct
the information collection request (ICR)
titled, ‘‘Quarterly Narrative Progress
Report, Employment and Training
Supplemental Budget Request
Activities.’’ This comment request is
part of continuing Departmental efforts
to reduce paperwork and respondent
burden in accordance with the
Paperwork Reduction Act of 1995
(PRA).

desired format, reporting burden (time
and financial resources) is minimized,
collection instruments are clearly
understood, and the impact of collection
requirements can be properly assessed.
The ETA National and Regional
Offices use the Quarterly Narrative
Progress Report, Employment and
Training Supplemental Budget Request
Activities, to monitor the progress of
State Workforce Agencies (SWAs) in
implementing supplemental grant
projects. ETA provides supplemental
grants for SWAs to prevent and detect
improper benefit payments, improve
state performance, and address outdated
information technology (IT) system
infrastructures. ETA implements these
projects through Unemployment
Insurance (UI) Supplemental Budget
Request (SBR) grants, Reemployment
Services and Eligibility Assessments
(RESEA) grants, and Dislocated Worker
Grants (DWGs) to states for
demonstration and special projects such
as Reemployment and Systems
Integration (RSI). This information
collection includes the funded project/
activity, the targeted start and
completion dates for the project/
activity, and the quarterly
implementation status. These data are
needed for budget preparation and
control; program planning and
evaluation; program monitoring,
oversight, and performance
accountability; actuarial and program
research; and for accounting to Congress
and the public. Title III, Section
303(a)(6) of the Social Security Act
authorizes this information collection.
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by OMB under the PRA and
displays a currently valid OMB Control
Number. In addition, notwithstanding
any other provisions of law, no person
shall generally be subject to penalty for
failing to comply with a collection of
information that does not display a
valid Control Number. See 5 CFR
1320.5(a) and 1320.6.
Interested parties are encouraged to
provide comments to the contact shown
in the ADDRESSES section. Comments
must be written to receive
consideration, and they will be
summarized and included in the request
for OMB approval of the final ICR. In
