INSTRUCTIONS
GENERAL:
1. Use this form for reporting leaf tobacco stocks and stems (Sections 1 and 2) and tobacco sheet (Section 3). Prepare the report as of the first
day of each quarter (January 1, April 1, July 1, and October 1), and mail it within 15 days to the address given in the heading.
2. The following persons or firms are required to file a report: (a) all tobacco dealers, growers' cooperative associations, owners and agents,
except the original growers of tobacco unless one of the above; (b) all manufacturers who during the first three quarters of the preceding calendar
year manufactured not less than 35,000 pounds of tobacco, or not less than 185,000 cigars, or not less than 750,000 cigarettes.
A person or firm operating in two or more capacities and falling within the scope of the Act in any one capacity shall report all stocks of leaf
tobacco owned in all capacities.
3. Reporting Stocks Owned:
(a) Report all domestic and foreign-grown leaf tobacco and stems and all tobacco sheet owned by you in the United States and Puerto Rico as of
the first day of the applicable quarter, whether in your storage facilities, in transit, or stored with other firms. Stocks owned by foreign firms or
governments and held in storage in the United States or Puerto Rico shall be construed as owned by the dealer, person, or firm holding the stocks,
or acting as agent therefor, and shall be included in this report for stocks reporting purposes.
(b) Report stocks held for the account of another firm until ownership is transferred to the purchaser. The date of the billing shall determine date
of transfer of ownership. (After transfer of ownership, discontinue reporting such stocks whether or not they remain in your storage.)
(c) Report stocks owned in United States Customs bonded warehouses or bonded factories.
(d) Continue to include in your report stocks destined for export until they have been declared to Customs as shipped.
4. Stocks Not Owned:
(a) Do not report stocks owned by other domestic firms which are merely held or stored in your facilities.
(b) Do not report stocks contracted for where ownership has not been transferred to you.
5. Segregation of Leaf Stocks and Stems:
Report all leaf stocks and stems according to type numbers. If two types are mixed so that the exact weight of each type cannot be determined,
calculate the weight of each on the basis of the best available information for the purpose of the report.
6. Segregation of Tobacco Sheet Stocks:
Report tobacco sheet according to the intended use of the sheet, namely, cigar wrapper, cigar binder, cigarettes, and other products.
7. Basis for Reporting Weight:
Report all stocks of domestic leaf and stems for types 11-61 on a packed weight basis. For "loose leaf" unpacked tobacco, convert to an
estimated packed weight equivalent for stocks reporting purposes. Report imported leaf, miscellaneous domestic types 71-72, and tobacco sheet

According to the Paperwork Reduction Act of 1995, an agency may not conduct or sponsor, and a person is not required to respond to a collection of
information unless it displays a valid OMB control number. The valid OMB control number for this information collection is 0581-0004. The time required to
complete this information collection is estimated to average 60 minutes per response, including the time for reviewing instructions, searching existing data
sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.
