Marine casualty information is needed
for CG investigations of commercial vessel casualties involving
death, vessel damage, etc., as mandated by Congress. Chemical
testing information is needed to improve CG detection/reduction of
drug and alcohol use by mariners. The statutory authority for the
requirements is 18 U.S.C. Chapter 17A, 43 U.S.C. 1333, 46 U.S.C.
2103, 2302, 2303a, 2306, 3306, 6101, 6301, 6305, 7101, 7301, 7503,
7701, 7704, 56311 and 70034.

The change (i.e., increase) in
burden is a PROGRAM CHANGE due to the 1625-AB99 Marine Casualty
Reporting on the Outer Continental Shelf rulemaking. The rulemaking
proposes to broaden the regulatory requirements for reporting
marine casualties that occur on the U.S. OCS. The methodology for
calculation burden remain unchanged.
