I am a member of a Federally recognized Alaska Native Tribe.
I possess a “Certificate of Degree of Indian Blood of an Alaska Tribe” issued by the Bureau of Indian Affairs.
I am an Alaska Native artist registered in the “Silver Hand” program of the Alaska State Council on the Arts.

Only Alaska Native people may sell or re-sell any authentic native article of handicraft or clothing that contains an inedible byproduct of a bird harvested legally during the Alaska Migratory Bird Subsistence hunt. Eligibility can be shown by this completed certificate form or a Silver Hand tag attached to the handcraft item.
Sales by consignment are allowed. Sales by consignment means that an Alaska Native person sends or supplies an authentic native article of handicraft or clothing to a person (Alaska Native or non-Alaska Native) who sells the item in behalf of the Alaska Native artist. The Alaska Native artist retains ownership of the item and will receive money for the item when it is sold. Each consigned item must be accompanied by either a completed certificate form (signed by the artist) or a Silver Hand tag. This documentation must be retained with each item by all consignees and sellers while being offered for sale and must be presented upon the request of a law enforcement officer.
Each item sold must be accompanied by either a completed certificate form or a Silver Hand tag. This documentation must be permanently retained by the buyer and must be presented upon request of a law enforcement officer.
All sales and transportation of sold items are restricted to within the United States. International transportation and sales, including to or through Canada and Mexico, are prohibited. The Indian Arts and Crafts Act of 1990 (P.L. 101-644) is a truth-in-advertising law that prohibits misrepresentation in marketing of Indian arts and crafts products within the United States. It is illegal to offer or display for sale, or sell any art or craft product in a manner that falsely suggests it is Indian produced, an Indian product, or the product of a particular Indian or Indian Tribe or Indian arts and crafts organization, resident within the United States. For a first time violation of the Act, an individual can face civil or criminal penalties of up to $250,000 in fines and 5-year prison term. If a business violates the Act, it can face civil penalties or can be prosecuted and fined up to $1,000,000.
