Justification for Non-substantive Change to the
Information Collection:
Federal Home Loan Bank Directors, OMB No. 2590-0006
FHFA is requesting a Non-substantive Change to this information collection.
FHFA has revised the instructions for one question on the currently approved set of forms in this
information collection to make it more clear what information respondents must provide to
complete the forms correctly. The updated forms will capture the same information as the
original forms, but we expect that the revision will produce more accurate and consistent
answers.
The substance of the forms was approved by OMB in 2021 (see OMB Notice of Action
7/16/2021, ICR Reference Number: 202105-2590-001) therefore we are providing the forms with
the same approved substance but slightly revised instructions on question #6. The forms
submitted for your review and approval are: Form 129 - Federal Home Loan Bank Independent
Director Application Form and Form 130 – Federal Home Loan Bank Independent Director
Annual Certification Form.
