RD Forms 4280-3A, 3B and 3C
Justification for the Change
The Rural Business-Cooperative Service (RBCS), is updated the following three forms for the Rural Energy for America Program (REAP):
RD 4280-3A – Application for Renewable Energy Systems and Energy Efficiency Improvement Projects – Total Project Costs of $80,000 or Less;
RD 4280-3B – Application for Renewable Energy Systems and Energy Efficiency Improvement Projects – Total Project Costs of Less Than $200,000, But More Than $80,000; and
RD 4280-3C - Application for Renewable Energy Systems and Energy Efficiency Improvement Projects – Total Project Costs of $200,000 and Greater.
Changes were made based on requirements included in the Inflation Reduction Act of 2022. In addition, scoring criteria was updated and the forms were updated to reflect the information needed to score the REAP applications.
Revisions to the form do not increase the burden that was previously approved by OMB under 0570-0067.
