   2. Consortium

2. Use of Funds: Select one of the following:

   1. Develop own digital equity plan

   2. Participate in the development of relevant State Digital Equity Plan(s)

   3. Both

3. Is the Lead Applicant also the administering agent who will administer the grant? Select one of the following:

   1. Yes

   2. No
