Abstract: The Office of the Secretary of Transportation (OST), in close collaboration with the Federal Highway Administration, provides financial assistance to a State, local units of government, multijurisdictional groups made up of the above eligible applicants, and consortia of research or academic institutions previously described through the ATTIMD Program. • Responding to the collection is voluntary and is required to obtain or retain a benefit. • Responders are a State, local units of government, multijurisdictional groups made up of the above eligible applicants, and consortia of research or academic institutions. • The collection is grant application, grant agreement, and project management. • The information is collected as needed. • Information relevant to the application as detailed in the Notice of Funding Opportunity (NOFO), and any reporting requirements agreed to by Grants recipients. • The information will be received by the FHWA. • The purpose of the collection is to receive information relevant to evaluating applications to the ATTIMD Program Grant program, per the NOFO, and reporting requirements agreed to by recipients of the Grants.

Emergency Justfication: This is a request for Office of Management and Budget (OMB) emergency clearance for a new information collection request (ICR) to enable the Department of Transportation (DOT) Federal Highway Administration (FHWA) to implement the Advanced Transportation Technologies and Innovative Mobility Deployment (ATTIMD) Program. The ATTIMD Program was authorized in the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (Act) (Pub. L. 117-58) on November 15, 2021. This historic Act is a once-in-a-generation opportunity to support transformational investments in our Nation’s transportation infrastructure that will create good jobs, modernize our infrastructure, improve safety, tackle the climate crisis, and invest in communities that have too often been left behind. The Act includes the ATTIMD Program to provide competitive grants to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Critical Nature of the Information Collection Request The ATTIMD Program is critical to enabling States, transit agencies, metropolitan planning organizations, political subdivisions of a State, local units of government, multijurisdictional groups made up of the above eligible applicants, and consortia of research or academic institutions provide competitive grants to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. The statutory requirements of the ATTIMD Program are found under section 13006(b)(2) of the BIL and codified at 23 U.S.C. § 503(c)(4)(A). In BIL, Congress authorized $300 million for Fiscal Years (FY) 2022 through 2026 to provide financial assistance to ATTIMD eligible projects. For FY 2022, a total of $52.78 million is available for at least five and not more than 10 awards. Due to the Administration’s tight deadline to issue the NOFO and begin making awards in FY 2022, DOT developed application templates for ATTIMD. The templates are designed to help streamline the application process and submission of the information requested in the Notice of Funding Opportunity (NOFO). Need for Emergency Approval The issuance of the FY 2022 ATTIMD NOFO is a high priority for the Administration so work can begin as soon as possible to provide competitive grants to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. The Administration set an FY 2022 NOFO issuance date of mid-September, and the FHWA has worked in diligently since the enactment of BIL to develop the NOFO and application templates to implement the ATTIMD Program as quickly as possible. The DOT is now ready to issue the NOFO on September 15. The use of normal clearance procedures for ICR approval will prevent the Department from meeting the Administration’s deadline. If the Department does not receive emergency approval for this ICR, implementation of the ATTIMD Program will be delayed.
