Meteorologist Survey
Start of Block: Consent
Q15 This survey is part of the study entitled “Developing, Testing, and Evaluating Methods for
Transitioning the Brief Vulnerability Overview Tool (BVOT) to NWS Weather Forecasting Office
Operations” (Primary Investigators: Jack R. Friedman, Ph.D. and Daphne LaDue, Ph.D.). This
study involves assessing different methods that can be used to collect and share local weatherrelated vulnerability information between the National Weather Service and their core partners
(e.g., emergency managers). This information may provide NWS meteorologists and
emergency managers with added situational awareness necessary to improve their capacity to
provide critical messaging to their core partners regarding potential impacts associated with
hazardous weather. This survey is designed to understand how, if at all, understanding and
communication between a local NWS Weather Forecasting Office (WFO) and its core partners
might be impacted by the introduction of a vulnerability awareness tool like the BVOT.
You will be asked to complete this survey twice — once at the start of this study and once at the
end of the study — and we will compare the answers to see if attitudes have changed over this
period. This survey should take about 15 minutes to complete.
All of your responses to this survey will be kept confidential and will not be shared in an
identifiable form with anyone outside of the study team. Research records will be stored
securely and only approved researchers and the OU Institutional Review Board will have access
to those records. Data are collected via an online platform not hosted by OU that has its own
privacy and security policies for keeping your information confidential. Please note no
assurance can be made as to the use of the data you provide for purposes other than this
research.
We expect to survey approximately 400 people during the study. There are no risks and no
benefits from taking this survey, and you will not be reimbursed for your time and participation in
this research.
If you have questions, concerns, or complaints about the research, you can contact Dr. Jack R.
Friedman at 405-325-0770 or jack.r.friedman@ou.edu. You can also contact the University of
Oklahoma – Norman Campus Institutional Review Board (OU-NC IRB) at 405-325-8110 or

5 Think about times when either you reached out to EMs or EMs reached out to you. These
interactions could include emails sent, phone calls, texts, or other forms of communications.
'Reaching out' refers to contacting the other person for additional information or clarity. This can
be times when you wanted to provide the other person with more information, or, times when
you needed more information. Rate the statement below.
