The United States International Trade Commission (Commission), at the request of the United States Trade Representative (USTR), is conducting a factfinding investigation (Inv. This report will use questionnaire responses to analyze these impacts. The Commission will deliver the results of its investigation to USTR by April 14, 2023.

The burden on businesses increased because of a request from USTR to provide a report on this topic, part of which requires a primary data collection. Such data are not publicly available. This is a one-time collection for such data.
