These comments are related to OMB Control Number: 0970-0476; Title: Generic Disaster Information Collection Form. Additionally these comments are specific to the Office of Child Care Disaster Information Collection Form. The State of Iowa has three comments for consideration as outlined below.
In the section on baseline information one of the data elements is “number of children served”. Iowa currently can provide data on the total capacity of all regulated providers in our state. However, we do not know how many children are being served at a provider compared to their total capacity. Additionally, we would note that number of children served is a constantly changing number so it would be important to clarify at what point in time this data is supposed to be from so that it can be an accurate baseline to compare with.
In the section on disaster impact information one of the data elements is “degree of disruption to services”. It would be helpful to define this better. Is there any guidance on how to determine the degree of disruption? Potentially a Likert scale such as None, Minimal, Moderate and Significant could be used to guide making that determination.
In the section on post-disaster recovery one of the data elements is, “Number of service slots lost due to closures”. Iowa would like more clarification on how “service slots” are defined. Is this referring specifically to slots available to serve children with CCDF subsidy or slots that serve any children? Additionally, Iowa is assuming this would refer to slot loss due to permanent closure and not temporary closure since it is in the section on post-disaster recovery. However it would be helpful to clarify if that is the intent of the data element.
Response from ACF
Comments from the State of Iowa are appreciated. An additional date field is added to Sections B and C to clarify the difference of time frame between baseline data collection and post-disaster data collection. The use of the form in the introduction paragraph has been clarified to note that the form will be used by ACF’s Office of Child Care (OCC) and the Office of Human Services Emergency Preparedness and Response (OHSEPR). Further modifications of this form are being considered by OCC and OHSEPR for public review and release within the next few years.
