The City will continue ongoing monitoring surveys (yearly pre and post monitoring effort) of fish assemblages usage including listed salmonids in the
Willamette R. and tributaries to the Willamette R. streams including Fanno Cr. to meet ESA recovery goals.

Project Description
Study objectives are to (1) document the distribution and seasonal habitat use patterns within all of the City's watersheds (2) monitor salmonid responses to City activities and (3)
gather genetic samples from salmonids. 
Description: The City created the ESA Program in order to fulfill the City Council's Resolution to take a proactive approach in preparing a program that will aid in a salmonid recovery plan
that will guide all City activities that have the potential to affect species listed under the ESA. The City's ongoing monitoring studies are needed to gain necessary information in
order to formulate a recovery plan and guide future City actions. Knowledge obtained from the study will be integrated with other information gathered from other studies. We
will continue our yearly baseline and pre and post project monitor for restoration sites, with the use of a backpack electrofisher and/or minnow taps. 
The purpose of collecting the genetic samples from anadromous ESA listed salmonids is that it will help us determine the origin of the salmonids using the streams in Portland.
Genetic samples from the cutbows will determine that we have a hybrid species using streams. Genetic samples from cutthroat trout will help determine subpopulations in areas
that have been cut off from the rest of the streams due to culvert installations in the early 1900's. All the genetic samples will consist of clipping a maximum of 3 mm length from
either the anal or one of the ventral fins. The samples will processed by OSU and USFWS (Abernathy).
