FHFA is seeking OMB clearance for
reinstatement of a previously approved collection of information
known as the "American Survey of Mortgage Borrowers" (ASMB). The
ASMB is a periodic voluntary survey of individuals who currently
have a first mortgage loan secured by single-family residential
property. It solicits information on borrowers’ experience with
maintaining their existing mortgages, including their experience
maintaining mortgages under financial stress, their experience in
soliciting financial assistance, their success in accessing
federally-sponsored programs designed to assist them, and, where
applicable, any challenges they may have had in terminating a
mortgage loan.
The estimated hour burden
decreased to 4,224 hours in 2022 from 5,024 hours reported in 2020.
As discussed above, the total number of questions has decreased to
86 on the 2022 questionnaire, from 92 on the 2020 survey
questionnaire. Therefore, the estimated completion time per
recipient decreased to 25 minutes in 2022, from 30 minutes in
2020.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and

number;
