Overview
We are requesting non-substantive changes in the demographic survey related to the feedback received from the tribal communities engaged in the research study. The changes are outlined below and in Attachment I. Note that the request does not include changes to the currently approved burden and/or costs.
Project Description
Goal of the study: The goal of this Information Collection Request (ICR) is to conduct formative qualitative studies to identify community-level protective factors (e.g., intergenerational connection to Tribal Elders) and primary prevention strategies across a range of Tribal communities (i.e., urban and rural/reservation) to prevent adverse childhood experiences (ACEs) and opioid misuse.
Intended use of the resulting data: To identify ways to prevent ACEs and opioid misuse before they occur, provide information regarding best available evidence at the outer levels of the social ecology, and extend the National Center for Injury Prevention and Control’s current investments on identifying community-level resources, supports, and prevention strategies for children and their families in Tribal communities.
Methods to be used to collect: A qualitative study will be used to collect data using in-person (or virtual) semi-structured focus groups/interviews. A brief demographic survey will be included. Sampling will be purposive and include key respondent groups (i.e., young adults, parents, and caregivers of American Indian/Alaska Native (AI/AN) children, Tribal Elders, and community leaders and service providers) in Tribal urban and rural/reservation communities.
The subpopulation to be studied: Local people (e.g., parents and caregivers of AI/AN children, Tribal Elders) living in Tribal urban and rural/reservation communities, including adults 18 years or older affected by the opioid epidemic.
How data will be analyzed: Data will be analyzed using well-established qualitative analysis methods, such as coding interviews for themes about perceptions of community level protective factors (e.g., access to primary prevention services).
Non-Substantive Changes
Based on feedback from engagement with tribal communities, we request two types of non-substantive changes to the demographic survey (Attachment I): (a) change to the way item is asked and (b) deletion/removal of item. See below including rational for revisions.

For demographic survey item on gender identity, rationale for revising by the tribal communities:
Original response options are not inclusive of the many ways community members self-identify. The tribal partner sites want to respect the ways in which people self-identify and not force participants into a prescribed box. If someone feels like the response options do not represent their identity, they may opt to skip the question which limits the ability to collect quality data about the communities participating in the study. Moreover, the way the question is currently designed, does not allow participants to select more than one response option. For example, a transgender woman would not be able to accurately describe her gender.
For demographic survey item on race, rationale for revising by the tribal communities:
Tribal partner site representatives felt that the race and ethnicity questions were not representative of how they self-identify. Particularly for individuals that identify as Latinx and American Indian/Alaska Native. The ethnicity question was confusing on its own. Given the diversity of the communities involved in the study, it feels most appropriate to allow space for participants to self-identify.
