This memo requests approval of nonsubstantive changes to the approved information collection, Early Head Start Family and Child Experiences Survey (Baby FACES 2020/2022) (OMB #0970-0354).
Background
Baby FACES 2022 will provide nationally representative data on Early Head Start programs, centers, classrooms, staff, and families to guide program planning, technical assistance, and research. The information collection was originally approved in 2019 but data collection was postponed due to the COVID-19 pandemic. In 2021, approval was received to continue the information collection.
It was originally intended that field staff would primarily administer staff surveys in person, however, due to the COVID-19 pandemic, these instruments will now primarily be administered online. As a result of this planned change, the previously approved hardcopy staff invitation letter has been modified into two separate email invitations with embedded links: one for the staff (teacher and home visitor) survey and one for the staff child reports. A new reminder postcard has also been created that will be distributed to program directors/center directors/home visitors/teachers with QR codes. This reminder postcard was not included in the originally approved package.
The documents we are adding to this information collection include the following:
A teacher survey invitation email with embedded links
A home visitor survey invitation email with embedded links
A staff child report reminder email that can be used with both teachers and home visitors and includes links to their respective staff child reports
Reminder postcards that can be used for program directors, center directors, teachers, and home visitors with a QR code to access their surveys
We believe that these changes are minor and non-substantive. The documents for which we are requesting approval are attached. We also made minor updates to Supporting Statements A and B to reflect the change in survey administration mode, and have removed the previously approved hardcopy staff invitation letter, as it will no longer be used.
