As mandated by the Substance
Use-Disorder Prevention that Promotes Opioid Recovery and Treatment
for Patients and Communities Act (SUPPORT Act or Act), FRA is
expanding the scope of its alcohol and drug regulation to cover
mechanical employees. This rule clarifies who FRA considers a
mechanical employee for regulatory purposes, and adopts proposed
technical amendments. FRA and the railroad industry use the
information to determine the extent of alcohol and drug abuse on
railroad property as well as to curtail widespread alcohol and drug
use. This information collection is mandatory, submitted as needed,
and there is a requirement for record keeping.
