In accordance with the Paperwork
Reduction Act of 1995, the FAA invites public comments about its
intention to request the Office of Management and Budget (OMB)
grant emergency approval for a new information collection. The
Federal Register Notice with a 60-day comment period soliciting
comments is waived, as this is an emergency action in response to
the COVID-19 public health emergency. This action would enable the
FAA to collect voluntary information from air carriers authorized
to conduct operations under Parts 121 and 135 of Title 14 of the
Code of Federal Regulations (14 CFR) that participate or have
participated in transport of the COVID-19 vaccines to support
continued operational safety and efficiency.
The Federal Aviation
Administration (FAA) seeks emergency clearance from the Office of
Management and Budget (OMB) for a new information collection in
connection with the FAA COVID-19 Vaccine Air Transport Team’s work
with air carriers and other aviation stakeholders to aid in the
safe and efficient transport of the COVID-19 vaccines. This action
would enable the FAA to collect voluntary information from air
carriers authorized to conduct operations under Parts 121 and 135
of Title 14 of the Code of Federal Regulations (14 CFR) that
participate or have participated in transport of the COVID-19
vaccines. The targeted audience and sample frame for this
information collection are air carriers authorized to operate under
Parts 121 and 135 that registered to participate in the
DOT/FAA-hosted Vaccine Distribution Engagement Meetings (VDEMs),
which are described in more detail below, and others such air
carriers that are members of industry associations who registered
to participate in the VDEMs. Impacting millions of lives, transport
of the COVID-19 vaccines is one of the most logistically
complicated endeavors undertaken. The vaccines continue to be
transported, and additional transportation needs are anticipated
during both the current and potential future waves of the COVID-19
pandemic. Lessons learned from transport of the vaccines also will
inform future responses to public health emergencies, as
applicable.
