This information collection involves
applicant submission of biometric and biographic information for
TSA's security threat assessment in order to obtain the hazardous
materials endorsement (HME) on a commercial drivers license (CDL)
issued by the U.S. States and the District of Columbia. This
collection supports the implementation of section 1012 of the USA
PATRIOT Act (Pub. L. 107-56, 115 Stat. 272, 396, Oct. 26, 2001),
which mandates that no State or the District of Columbia may issue
a HME on a CDL unless TSA has first determined the driver is not a
threat to transportation security.
TSA has updated its burden
estimates with new data because HME holders will have the option of
renewing online, whereas currently all renewals must be in person.
All tables have been updated to reflect the most recent historic
data, and TSA accounts for online renewals which will result in
overall burden reductions for renewing applicants in TSA-agent
States. TSA modified the estimates to include online renewals, as
well as reduced the fee for renewals.
