In accordance with Section 557 of the
Fiscal Year (FY) 2021 National Defense Authorization Act (NDAA)
requires DoD to sponsor research to assess existing barriers to
minority participation in specialized units, including Special
Operations Forces (SOF) and pilot and navigator military
occupational specialties.
To meet FY 2021 NDAA
Section 557 congressional requirements to understand barriers that
may prevent women and ethnic/racial minorities from joining and
remaining in “covered units,” IDA will need to collect primary data
through focus groups. This information collection is essential to
the mission of DoD as underrepresentation of minorities in certain
units and occupational specialties hampers readiness and
retention.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
